Some subjects generate enough guidance, research and commentary that they are worth collecting in one place rather than leaving scattered across the library and the news section.

How a theme is chosen

A theme earns its own section when three conditions hold. The subject has to cut across the usual categories, so that material about it would otherwise sit in several unrelated parts of the library. It has to be live, meaning that agencies are making decisions about it now rather than learning from it in retrospect. And there has to be enough written material to be useful: a theme page that holds two links is a category, not a resource.

Where a theme concerns a route that a person has to take, such as reporting an incident, the theme section carries the route itself and not only the reading around it. That is why the sexual violence section includes a dedicated reporting page.
