In considering measures related to site security outlined in this module it is crucial to select sites and implement measures in relation to the overall security approach that an agency has decided to take. It may be counterproductive, for example, to be screened behind high walls and steel security gates if the agency’s strategy is to work for widespread acceptance of its presence and activities through transparency and open dialogue. Judgments will need to be made on the impact of such a strategy if it is decided to move towards forms of protection, even if limited, such as the locking of stores at night or the employment of guards. Precautions against simple thieving are acceptable in many societies but they may also give unintentional contradictory signals.
